Traditional construction wasn’t built for climate extremes, labor shortages, or supply chain collapse.

Why PECSB™ Exists

The PECSB™ System was engineered to change that—combining structural resilience with manufacturing precision to deliver scalable, high-speed housing infrastructure.

The PECSB™ System (Pre-Engineered Concrete & Steel Building) was developed by inventor and engineer Frank Moore based on decades of work in construction systems, patented technologies, and disaster-resilient design.

Frank’s vision: create a system that could be field-assembled, locally manufactured, and structurally superior—without relying on cranes, heavy labor, or outdated framing techniques.

The foundation was U.S. Patent 5,729,942, which laid the groundwork for PECSB’s modular casting system, HELIX®-reinforced concrete mix, and interlocking concrete-and-steel shell design.

A SYSTEM BORN FROM PROOF, NOT THEORY

Precision-Engineered, Field-Assembled

PECSB™ isn’t prefab or modular—it’s a precision-cast structural shell system poured on-site using high-performance molds and smart deployment rigs.

What sets it apart:

  • On-site molds = no bracing, framing, or cranes
  • Certified materials: HELIX® micro-reinforced concrete, EPS foam, Galvalume® steel
  • Riveted, bolted, or laser-welded connections—no nails or screws
  • BIN™ system = traceability from microplant to site (like a VIN for buildings)
  •

Reshoring the Future of Construction

Each PECSB™ deployment is powered by a regional microplant—a $5M manufacturing hub that produces shell components locally for just-in-time delivery.

That makes PECSB™ the only structural system designed for:

    • Category 5+ hurricane zones

    • Minimal skilled labor through engineered assembly

    • Digital traceability from plant to shell

FLG is building these microplants to reshore construction, cut freight dependency, and create local jobs.

Future Legacy Group (FLG) is the exclusive development and deployment partner for the PECSB™ System.

In partnership with Frank Moore, FLG is leading:

  • Public–private infrastructure partnerships (housing, disaster recovery, climate zones)
  • Land acquisition and site strategy

  • Reshoring of construction through local factories (“microplants”)

  • Certified workforce training and installer onboarding

WHY IT MATTERS NOW

The U.S. housing crisis can’t be solved with code-minimum construction and yesterday’s supply chains.

PECSB™ is certified in Florida for HVHZ (High-Velocity Hurricane Zones) under the 2023 Building Code. With support from FLG, the system is ready to scale across:

  • The East and Gulf Coast of Florida

  • FEMA-priority disaster areas

  • Opportunity Zones

  • Municipal resilience initiatives

A partnership rooted in legacy.

Olivier Nicolas and Frank Moore first crossed paths during a documentary interview exploring Frank’s legacy in aerospace and structural innovation. The exchange left a lasting impression.

Years later, after launching Future Legacy Group to focus on land development and infrastructure, Olivier reconnected with Frank—who was seeking help securing a 2-acre site for a new manufacturing facility.

What began as a simple land deal quickly evolved into something much bigger:
a partnership built on aligned purpose, technical trust, and a shared vision for scalable impact.

Today, Frank’s decades of engineering innovation and Olivier’s deployment strategy are powering the national rollout of the PECSB™ System—a next-generation building platform designed to solve today’s most urgent housing and infrastructure challenges.

Laying the groundwork for rapid replication and regional resilience

current efforts

We’re actively onboarding partners to launch and scale the PECSB™ system in disaster-prone, underbuilt, and opportunity-rich markets. Whether you're a developer with land, a municipality with momentum, or a capital partner ready to fund a proof point—this is the moment to move. FLG is currently focused on:

Site Infrastructure

Identifying and securing sites for our 20,000 sq ft Regional Production Facilities; optimized for just-in-time delivery and Category 5+ structural performance.

Public-Private Alignment

Coordinating with state agencies, anchor institutions, and federal partners to streamline approvals, incentives, and workforce pipelines.

Deployment Coalitions

Building regional task forces with civic leaders, certified contractors, and technical partners to accelerate local implementation.

Looking Ahead

Where It’s Going

With FLG leading regional deployment, PECSB™ is ready to scale across disaster-prone, high-need communities. Certified in Florida HVHZ zones, the system is now being deployed through $5M regional microplants that manufacture locally and install in 48 hours.
